Fps drop and stuttering, HELP !

I started the game recently, and in some parts of the city, I'm experiencing significant FPS drops. Normally, I get between 80-110 FPS, but when I'm in crowded areas or places with a lot of objects, it drops to 45 FPS or even worse.

I've searched through forums and videos but haven't found a solution. I have DLSS enabled and ray tracing disabled, along with some settings on medium-high, and I'm still having the issue. Some people attribute it to the latest versions of the game, but I've read so many things in so many places that I don't know what to attribute it to.

I have an RTX 3080 with drivers updated, a 7 5700X and 32 GB of RAM. It's installed on an NVMe M.2.
