even if you maunally removed them, or used a mod manager (vortex, for example) to remove them before reinstalling, there could be traces left behind.

grab a copy of the 'CyberNuke' version of this. it's a small .bat file you drop into the main cyberpunk 2077 folder and double click to run.
cleans out anything left behind by mods if you have ever had them.
it's fast too, so it's worth trying before longer and more complicated things
Galaxy verify files was not looking like doing anything, never saw it different than 0% for the game.
But last time, again the problem, and this time I tried the verify and did something else, it was done when I was back , and with some download, and it fixed the problem, at least, once.
I'll see if it allows more than one game launch.
All of that is very weird, I'll try compress game folder and use it to restore, or perhaps even compare to minimize what to restore.
It tooks some time to backup the application files but next time I"ll check.
The first verify generated 50MB download, the second 51MB, that it changes is not the best.
I also changed all files in game archive folder to make them windows read only, not sure if it can overide an application.
Two possibilities:
1. I did an archive of the game files, so an AI detected I was threatening to unmask it, so stopped hack my game. Perhaps Bethesda trying discourage me buy games from concurrent, or Steam trying punish me to not have buy them the game but to Gog directly.
2. I changed all files in game archive folder to make them windows read only. The error message was mentioning archives, and it stopped the game to auto mutilate itself, or the default windows 10 AV stopped bug my game which i doubt because it loves report its actions.
As among 2 hypotheses the most simple is the most probable, I would say it's second point that fixed the problem.
But for sure it's not a good fix, I disabled auto updates, but if I apply an update I'll have to remind this.
