The Killing Moon BUGGED

[1st_UFO]

I'm stuck on Killing Moon where it says to return to the tycho terminal. There is a waypoint on the map and on the ground but nothing happens from there. If I go onto the next area (construction zone) there are no enemies and the elevator is disabled. I've tried to reload saved games, wall clip hack, cussing, having a cold beer, nothing works. Any ideas??
