Down on the street story quest broken(

While down on the street story quest, takemura does not spawn in the doorway, and I cant progress the story quest. Does anyone have a solution?

I do not have a save where I can load to start the ques over

You can try doing a quicksave (F5 on PC keyboard) and a quickload (F9)...that will often help with spawning issues in some scenes,
