"I've Seen That Face Before" Mission - Keeps Crashing To Desktop

Playing with the game updated to 2.21.
I've taken over the twin's car, got it back to the garage, went through the various cut scenes and have taken over their appearances and have driven out of the garage to head to the next point. I cannot get past this point as the game crashes to the desktop within a few seconds of leaving the garage every single time.
I've rebooted after each crash before loading the game up and trying again, but no luck. It happens every time and so I now cannot progress the mission further.
No crashes to desktop prior to this, only a couple of freezes, and some audio issues while driving, that were resolved by restarting the game.

Any ideas on what I can do?

No overclocking, all running stock.

A week has passed, which includes many reboots and also a ton of just running around the game doing other main missions and side quests with no issues at all.
Come back to this particular mission though and boom, crash to desktop every time.
Game breaking bug that means that I cannot progress further along the Phantom Liberty upgrade that I paid extra for.
Is this refundable? I mean, I paid for it and it's got a fatal bug that means I cannot complete it.

I've now completed the main game multiple time (to see the different endings).....but trying to jump back into this Phantom Liberty mission ALWAYS crashes the game to the desktop.
Is anyone else seeing this?

Sadly, no. Been able to play through PL (and that particular mission) a couple times since updating to 2.21.
