[VISUAL] - Flickering Textures On Certain Billboards & Displays
There are a few specific billboards and displays in the game that flicker really badly and do not seem intended, as they flicker so intensely they may as well cause epilepsy.

Showcased in the video below;
  • Composite Ocuset[cyberpunk.fandom.com] - This particular piece of eyeware flickers really bad and is the only piece that does this.
  • Certain road displays in the City Center like the one right in front of the Corpo apartment.
  • Billboards in front of the Metro Ebunike or the giant billboard in Watson. Doesn't affect all of them in the game, just a few specific places.

Hm... weird.

I've tried validating the files, reinstalling the entire game fresh, changing graphical settings and such, but it's always these specific road displays and billboards in certain locations.

Looks to me like a texture map is missing or something similar.

Looks like the texture is Z fighting. its fighting to display 2 different images on top of each other. Could be a LOD problem with 2 models (the high and the low poly model of that surface) with 2 different textures over top of each other. Maybe check your LOD settings.

Nah, changing graphical settings has no effect on it as it's not caused by graphics.

Pretty sure it's just a mesh mistake as I keep coming across so many meshes in the game that overlap terribly and have questionable implementations.

Like this one for example:

It's an actual bug at eg Ebunike. If you've a decent enough rig to see it, it's one advert overlaying on top of another.
