Enemies "Popping" Back Up When Shot While Prone
So this is a glitch I just can't seem to get rid of no matter what I do. Whenever enemies are incapacitated on the floor after a cyberware attack, there is like a 50% chance that when I shoot them or stab them, they will jolt upright into a standing position, before falling back over onto the ground, dead.

Originally, I thought it might be mods, so I removed all of mine. Only for it to still happen. I thought maybe the installation got corrupted, so I verified the cache and then reinstalled when that didn't work. Still did it. I then thought my save might have been corrupted, since it happened on all of my saves. So I started a completely new game, only for it to keep happening. After all that, I just gave up.

Many months go by, and for unrelated reasons, I reset my pc back to factory settings. And I figured, "Hey, surely /this/ solved the issue." So after setting up Windows all over again, I reinstalled the game and... It still does it.

The only thing I can think of now is that it is on the game's end. A silly glitch that they just haven't patched in months. But absolutely no one else seems to have ever had this problem before. I'm like the only one in the entire multiverse who has ever experienced this, to my knowledge.

And yes, I also thought that maybe I was playing on too high of settings and the amount of VRAM being used was too much, and was causing the bugs. But I turned all of the settings down to low, and it still does it without fail. And while my PC isn't really high-end anymore, I'm confident a 3080ti gpu, 12th Gen Intel(R) Core(TM) i9-12900F 2.40 GHz, with 32 GB of RAM can handle this game just fine. After all, I played this game at launch, and never had these issues on max settings.

(Edit) For some reason, it only does it when I down enemies using cyberware attacks. Doesn't ever happen when I do a takedown on an enemy from stealth.

Stealth take downs doesn't alert enemies.
The game spawns enemies in some locations, if your kills get noticed. Devs had a hard time to hide it better, but the whole openworld is an backdrop for the story. Witcher 3 does work the same way. That's how they do it.

So enemies knocked out by cyberware pop back up after being shot for all players? It isn't just something on my end?

Yeah, I tried downloading it but it didn't seem to change anything. I suppose it's just the way the game is. Shame, because it makes playing as a netrunner really goofy, if you are also trying to get the extra headshot experience for finishing downed enemies.

I'm honestly shocked they haven't fixed the issue in all the years the game has been released.

I was annoyed by this as well and decided to look for a solution.

Unfortunately, there isn't a true fix for this specific issue yet, but I did find a mod that helps a bit: https://www.nexusmods.com/cyberpunk2077/mods/3858?tab=files&file_id=65492

This mod doesn't completely fix where enemies suddenly jolt upright after being neutralized, but it improves the physics and animations of ragdolls. As a result, the transitions are smoother and the overall behavior feels less jarring or goofy.
