Report a translation problem
The game spawns enemies in some locations, if your kills get noticed. Devs had a hard time to hide it better, but the whole openworld is an backdrop for the story. Witcher 3 does work the same way. That's how they do it.
I'm honestly shocked they haven't fixed the issue in all the years the game has been released.
Unfortunately, there isn't a true fix for this specific issue yet, but I did find a mod that helps a bit: https://www.nexusmods.com/cyberpunk2077/mods/3858?tab=files&file_id=65492
This mod doesn't completely fix where enemies suddenly jolt upright after being neutralized, but it improves the physics and animations of ragdolls. As a result, the transitions are smoother and the overall behavior feels less jarring or goofy.
