Get your logs and post them here.
Accordingly to a post on Nexus Mods (source: https://www.nexusmods.com/cyberpunk2077/mods/2380?tab=posts), they say you need to do this:
1: "Install the latest Visual C++ Redistributable for the mod to run, you can get it at https://aka.ms/vs/17/release/vc_redist.x64.exe"
2: "Delete RED4ext mod"
3: "Delete winmm.dll in Cyberpunk 2077\bin\x64"
4: "Reinstall RED4ext"
That, hopefully, will solve it.
I think it may be a Steam think, it is that link, but you need to copy paste it in the browser.
