That's actually not a bug. It's by design to be an optional repeatable element that was originally conceived by a modder, then later officially implemented by CDPR. (try it in each apartment as some offer a minor variety of actions different from others)
Whenever this mission reappears and you receive a text, you don't actually have to reply to it unless you want to. It won't affect the story gameplay or your romance partner's behavior if you leave the text unanswered. ;)
Are you sure you're visiting the correct apartment? I remember on my first playthrough, going to my Megabuilding only to realize I sent my romance partner to the glen apartment instead. Usually you're given the option to track this when it appears.
Something is definitely broken with your game then.
Try verifying the integrity of your game files through Steam's game file options.
Chances are something was corrupted within that save file. You're not using (or have ever used) any mods either, right? Check the integrity first and see if it replaces any files that may have been corrupted.
