Nudity Censor not working?

So I started the game with the option On, then I've changed my mind and switched the option but its not doing anything? V is still wearing his underwear, bodies at scavs hideouts are covered and I'm really confused.

V is never not wearing bottom underwear.

The key tell, for me, as to whether the filter is working or not is if you see the Gomorrah Wide-Open (Snake) ad. If you see a malfunctioning ad that has those colors, the filter is probably on and working.

The degree to which you see nudity in this game is all mixed up. If you want more, there are mods...a lot of which are dumb and inappropriate, but some that enhance the 'mature rating' the game was originally advertised as having. They are easy to find on Nexusmods.

I must clarify. Thanks to the mod Equipment EX you can see full nudity in the wardrobe. Since I've started a new save without nudity, this obviously wasn't the case. But it still wasn't working after switch. But putting mod aside as it isn't an official content, the environment is still heavily censored so I'm guessing once you start playthrough with nudity censored, your environment (decorative corpses, jig jig street) will forever be altered.

No, I don't care about nudity at all. I've decided to switch to a censored game just to avoid feeling embarrassed while changing Vs clothes. What I wasn't aware how other things are altered, thanks to this special mode. Whole of jig jig street looks comical and some corpses are changed too.
What made me write here and change back mid through my recent save is the censorship that makes me unable to scan some corpses bc they are under pile of clothes (it's isn't game breaking, just annoyance). And i know this is due to this censorship mode bc normaly there are corpses there.

I have toggled the nudity censor on and off multiple times as a content creator. I haven't run into an issue where I've toggled it off and it stays on.

Just to make sure I'm clear that you understand what I mean:
In the "Wardrobe" I can definitely see all the genitalia if I remove all clothes. Same for "Inventory" if I remove equipped clothes and outfits. Only in the actual game world (i.e. mirror or sitting, looking down) do I see V wearing a boxer-brief or bikini bottom.

When the censor is on, the underwear is on in all those different interfaces/views.

Can't be the mod. Non of them affect the enviroment. To be honest I don't care for visible butts and dongs in game, that's just the easiest way to check if the censor nudity mode works. What annyos me is how much the enviroment has changed and switching it off just doesn't work properly.
Someone on reddit said that if you started the save which censor mode on, you cannot switch back which is what exacly I've experienced.
