EL Capitan car missions not spawning.

Got to the dlc part but the wheel icon for the el capitan car missions didn't spawn. This happened on my 3rd playthrough of the game and now I can't do any of the dlc car missions. I think the game is bugged so I need help with this. I also got Cyber Engine Tweaks installed.

I think you have to progress the story a bit in the DLC for them to pop. And when they do, sleeping for 24 hours will cause others to pop if you can't find more.
