Can't download Phantom liberty

Updated the game, reinstalled it, but when I click on "download" on the main menu, nothing shows up, and it only says "downloading" indefinitely...

It may be installing to your hard drive. You've put it on an SSD, right? If you put it on an HDD things will take longer.

installs pre-allocate the space required to make sure you aren't installing something that wont fit. that can take some time with large games and slow HDD'd
while its doing this it will say its "downloading" with no visible progress.

What speed does steam say it's getting? View => Downloads

It could be your anti virus or firewall blocking it.

Same problem, left it on over night, plenty of space on my HDD.
Was still "Downloading" in the morning. Restarted game "Start Download" still showing up.

Reminder, you typically need at least DOUBLE the hard drive space free to install something (and its recommended to have even more)
IE: if you need to download a 60gig game, you probably need 120 gigs of space especially for patches and DLCs because things need to be unpacked/unencrypted, modified, than repacked,
