i9-11900k locks on stable 3.5GHz
After launching CP2077 my CPU's clock speed drops and stays costant 3.5ghz, even when I quit the game and launch any other game cpu's clock is still locked at 3.5ghz, but when I restart the PC and first launch DIablo IV or Dying Ligh2 then CPU's clock speed oscillates around 4.7-5.1ghz, I checked trottlestop and in limits window I have only "edp other" under "GPU"(not sure what that means), I cleared TVB box in FIVR window as some guy on techpowerup forum suggested and it still didn't work, I also updated the bios and nothing, can someone help?

I disabled Speed step, c-state, I wanted to set highest performance plan in windows but it dosen't allow me to save it, it's set to balanced but in this balanced mode I changed CPU power managment for CPU minimun staus 100% and maximum status also 100% moreover I overclocked cpu to 5.1ghz and still - Cyberpunk locks cpu clock speed to 3.5Ghz, I restored defaults settings in bios, changed to XMP and I noticed, probably because of changing cpu power mangamnet, the CPU usage is now on 100% in any game so that's good, I'm gonna simply reinstall CP and see if it gonna help it...

Ok I found the problem which was in MSI center app on windows, this app has "Gaming Mode" feature, I switched it off and now everything went to normal.
