2. Delete the Steam game folder, if it's still there, in case there are any mods or settings leftovers:
C:\Program Files\Steam\steamapps\common\Cyberpunk 2077\
3. Delete the saves:
C:\Users\Zak\Saved Games\CD Projekt Red\Cyberpunk 2077\
4. Delete user settings:
C:\Users\Zak\AppData\Local\CD Projekt Red\Cyberpunk 2077\
5. Additionally, if your GPU Control Panel has game specific profiles, reset them to driver defaults. For NVIDIA, it's Manage 3D Settings->Program Settings tab. I'm not familiar with AMD.

And then there is Steam Cloud, which might "carry over" some previous settings. After doing such a thorough clean up, you might also want to disable Steam Cloud before downloading the game back up.

Step 5 is likely unnecessary but NVIDIA does have profiles for hundreds of games including Cyberpunk. So I added this for the sake of being thorough, in case Hige ever tweaked the profile, which can affect the game performance and/or quality. But most people never touch those indeed, probably don't even know they exist :)
I have not used Steam Cloud for over 10 years, so I tend to forget about that. But yes, that can also be disabled for the sake of being thorough :)
