Eternal Combat Bug (v2.11)
I can't find any thread on this specific bug, maybe there is one but can't find it atm, so I'm typing the bug as I've experienced it four times now. I seriously want this to be sent to the devs, so are they checking these posts or is there a specific contact to send bug info? I can't submit anything to their site only same usual bla bla most sites have when it comes to support. I think this is a very serious bug that is game breaking, for what if you're doing a long quest, a lot of fighting and this bug decides say hi and soft-lock you, not that I don't enjoy playing the game and mind reloading a save but it's also time consuming.

A recent bug that I haven't experienced before until the last couple of days, maybe it's been there for a long while but I haven't experienced it before:

Condition/Trigger: Combat
Where: Can be anywhere
Effect: Eternal combat mode after defeating every hostile enemy in the area, scanned, searched - found no hostiles despite long searches and scouring every corner in proximity and beyond. Game breaking effect: Unable to access inventory, crafting, city map, journal - anything related to that specific menu group. Also can't save - but could somehow do it after starting completing a repeatable car quest for capitan during the bug. Bug persist on the save after reloading it.
Does save and reloading help or exit the program and restart it: No - only reloading a save state BEFORE the combat situation that triggered the bug helps as it hasn't happened.

Details:
It happens during combat, I defeat the enemies but I'm still in combat. I scour the place, widen the search if I don't find anyone, take any neutral hostiles just in case - still in combat. I search even wider, no visual of any hostiles. Still locked into combat mode and not being able to access inventory or map or save.

Specific situation in detail:
At one specific combat bug situation in Dogtown I took a car that was a repeatable "steal a car" quest so I could get away fast from the area, got to the drop off point cleared the quest, still in combat. Even the car quest got glitchy and told me to get rid of any enemies but it stopped after a few seconds and became "all clear" for me to dump the car in the garage and hence I cleared it. Still in combat mode. I couldn't save before but now I managed to save and then reloaded the same file and got no combat mode on the HUD and no combat music, just standard ambience and bg music for the area this time when I reloaded the file - BUT - I am forever soft-locked from entering my inventory "can't do that right now" message is the only thing that shows up on HUD, meaning it glitched out but the implying that I'm in an "invisible combat mode". I exited the game entirely and immediately restarted the game to see if it helped, loaded up the very same save file - still the same bug; combat is "over" but still soft-locked from entering my inventory (so still in combat mode), journal, map - anything. The solution is to reload a save BEFORE you entered that specific combat situation and only approach recommended is to stealth/netrunning or avoid.

I recall four areas but honestly I think it can happen anywhere:
First time: Rancho Coronado (south-ish) - Encountered a large bunch of scavs squatting in an area filled with car wrecks. Didn't understand what was going on after I cleared the area, searched for enemies but none to be found. I decided to look for more groups of neutral enemies and took them on, to see if I could get rid of the combat mode locking me out. Nope. Didn't get what it was but loaded up a save file just before the scavs and bug didn't happen, I took them all out I through netrunning and hiding.
Second time: Dogtown, entered combat with the voodoo boys guarding a car (repeatable car quest), scavs further away reacted and started a fight with me, took them out, saw no hostiles or heard no shouts or shots fired at me - all "quiet", leading to above described events. Had to reload to before I got close to the car quest in Dogtown.
Third Time: Also in Dogtown, was a supply drop fight I jumped into, after securing it and clearing the area of any hostiles combat mode haunted me once again, prompting me to reload and do it all over again but stealthily.
Fourth Time: Heywood, somewhere in Valentino Valley, doing gigs and once more the eternal combat ghost decided to make my life extra fun and had to reload a big fight with a large group of Valentinos.

Quest states for my file:
I have opened up: Nocturne, Chippin In, Violence, Following The River, Fortunate Son & You Know My Name ready to do, and all these have been recently opened up for me to do two-three days ago as I cleared the previous missions such as Search and Destroy, Tapeworm and so on, and shortly after that is when I first encountered the bug. There might be a correlation to it, or it might not be.

Using Mods?: I have no mods installed, only the base game and Phantom Liberty.

I have encountered a bunch of weird bugs but this is the most game-breaking one so far that prompted me to write this. I hope this bug gets fixed!

So how do you end it, just reload?

One thing you didn't say you try is what you do when things are working right but you need to craft ammo cause the fight went on too long... HIDE! Crouch and wait out of sight, or parkour up off the street to a rooftop, crouch and wait, the same way you'd do with red dots on your minimap. Will this end the stuck combat mode?

I tried different approaches nothing worked apart from reloading a save state prior the situation that triggered the bug and that "resolves" it but any autosaves with the bug persists with bug even if I'm out in the Badlands despite it happened in Dogtown. Last situation I needed to craft ammo for SMG but as I stated I couldn't access the inventory to craft; anything related to the inventory menu system with maps, cyberware, crafting etc. I also went far, far far away from one of the areas that happened in (Dogtown took a car into Heywood), was driving 1.5 ish km away. Stuff like that. There were no hostile marked on the mini-map as I cleared them out, I checked and scoured for any potential enemies. It hasn't happened before for ~150 hours of gameplay until now. Also, the bug started appearing shortly after I unlocked the missions I describe in the post. Also, thank you for the link I'll send it ASAP to them. Only time it happens is during combat, so replicating it will take time and chance, "hope" for it so I can send it to them. I'll try the areas it happened in to see if it has a higher chance of happening again.
