This worked for some reddit users who had the same problem. Not sure if that will work for you but just sharing.
A workaround that worked with one of my headsets was to globally raise the audio quality in the sound control panel settings to 48Khz.
But I don't hear this crackling when I disable spatial audio or switch audio options, so it's probably not related.
Good luck anyway. Crackling sound is extremely annoying to me in all media. In audio mixing it's often related to too much gain on the input side of the mixing desk, but that probably isn't helpful in this case, but it might be worth a try to play with the audio levels in Windows somewhere, or any audio software you might be using.
I also tried the 3d headset option with dolby atmos but I still get the issue, the only way to get rid of it is turning off SFX ingame but then I don't hear any character or weapon audio.
For me it was:
go to audio settings (windows)
select the current audio output you're using
Audio enhancements: Device Default Effects -> Off
Solved it for me but... I was at the end of the game :(
In any case, turning off Bluetooth* in your device is one thing you can try. I think it helped improve things for me at one point during 1.63. Turning off Surround sound has had the biggest impact in 2.12 for me, but it didn't solve the problem.
Other than that turning off unused audio devices in device manager has helped me with a different sound problem, but it might still be worth trying.
*I'm not using a bluetooth headphone. The crackling was also around when using speakers.
Edit: Aside from Cyberpunk the only other game where I'm getting the same sound distortion is with Generation Zero.
