used to get 7-8GB vram usage in 2.0 and now its reaching 11gb which is my maximum vram
Allocated is the total VRAM pool set aside to use *if needed* and not the actual amount of VRAM actually in use.
Dedicated is actual amount of VRAM in use.
Afterburner by default only shows allocated VRAM, so you're getting an inaccurate figure from there unless you enable the 'show video memory by process' option - which will give you your dedicated (actual) VRAM usage.
With my 3080 in PT mode I've had a few instances of having the full 10GB buffer allocated, but have never yet exceeded more than 9.3GB of dedicated (actual usage) at once.

In that screenshot if you look at stats. A VRAM (allocated) is ~9.4 GB, that's total buffer reserved for game usage if it needs it.
What's actually being used (D VRAM) in that screenshot is ~8.6GB of VRAM though.
Your system will always reserve more VRAM than it actually needs in order to allow a buffer to prevent swapping to DRAM or disk.
Really though, as long as your dedicated usage is below your total VRAM buffer it doesn't matter how much VRAM the game chooses to allocate. It's what VRAM is there for, to be used.
I went into my inventory for about 5 minutes while I messed around in the wardrobe, and came back out to find that I was then running at half the FPS I was before I went in, and that the game was using 11.8GB of VRAM (up from the 8.4GB it started at).
This is a commonly known issue with this update now. This game is in SERIOUS need of a patch for this VRAM leak.
