Report a translation problem
I changed difficulty and back (It reloaded each change) and Saved and restarted game and nothing seemed to work. Here is what Happened (I say it this way because I don't think anything I actively did caused it to return to "Normal").
I went across the street crouched and took control of a camera. I tried a few quickhacks. Exited out and threw a Couple of grenades, self destructed a few vehicles.
After a while I noticed some scavs with Damage and I tried using O'Five rifle (explosive burn AOE). Eventually they all started taking damage and eventually died.
Here are some observations:
1. When the bug INITIALLY came to my attention (I noticed Scavs not being damaged) there seemed to be 2-3 times the number of enemies at the location (Lot of red dots when I jumped to the roof). When the issued resolved there were the normal number of bodies. One possible cause could be duplicated spawns. Since these duplicates couldn't take damage you had to kill the "Source" and when it died its duplicates were also removed.
2. I was fighting NPCs across the street (about a block away) when I initially Aquired aggroed from the battle site. Not sure if that was a contributing factor, but they were likely on the edge of the game engines...I don't know how to put this ?Area of Operation?
3. Another guess is too much going on and the game engine couldn't handle the damage part of calculations. Maybe reducing other calls (like destroying vehicles) and retreeting to a distance lessened the load so to speak.
4. Last guess. Switching to the Camera's POV reset a state so enemies could take damage.
Again this is just my experience. It can be pieces of all or none at all. I don't know. All I know is I am confident the bug is gone....for now.
