I absolutely recommend doing a save right before hitting that elevator button.
Then I'm sorry, I don't now ... except for the usual steps one should always try after a save/reload doesn't fix something: remove all mods, verify games files or clean install.
If that doesn't help, I'm afraid only CDPR support would be able to help. But they aren't terribly quick to respond. So, unless you're willing to wait, it might be worthwhile to try an even older save, even if it's a pain.
Edit: After spending several hours trying everything apart from clean reinstall, as a last ditch effort i enabled autosaves back, which had been disabled since the very beginning of playthrough for me, and now the sequence works even with mods. Fingers crossed this keeps working now.
No idea why autosaves affects that sequence but it really did the trick.
