UNBELIEVABLE... Small Man, Big Mouth is still bugged...

I can't believe this mission is still bugged. I'm stuck at the "Talk to Kirk" step, nothing happens when I go to him. What am I supposed to do? Am I missing something? It's the only mission I haven't completed yet...
