You won't believe this, but I think I solved the problem, at least it opened for me. First of all, you should not run the game from the steam interface.
First, check your task manager, the game may be running in the background even though you closed it. Make sure you don't see these names in Task Manager (RedEngine,REDLauncher or Cyberpunk)
Then, Go to the location of your Steam folder in your C or D driver on your PC, go to your steam, cyberpunk game folders
(for me ->C:\Program Files (x86)\Steam\steamapps\common\Cyberpunk 2077\bin\x64)
go to x64 folder. You should see "Cyberpunk2077" (exe, application) try to run with administrator. It should open and not stuck at intro.
It only worked once with this method, and now the same problem persists. What's wrong with this game!
Edit: Just "Play" button on the steam, but dont click "play" button on the REDLauncher, just go to your folder (Steam\steamapps\common\Cyberpunk 2077\bin\x64) right click and run with adminastrator the exe file. I tried several times this. and just pass the intro with no stuck..
