Report a translation problem
The ONLY **WORKING** solution I've found so far is a Mod that removes the Johnny Glitch Effect specifically and nothing else.
Sure it isn't a huge change, just a shame I actually had to remove that entirely.

Gotta finish that part of the story in order for songbird to contact you for the PL story anyway.

Edit: mod works. Install, and back to normal.
You can uninstall the mod after saving with the mod installed. Then just remove and reload save. Relic malfunction goes away and back to normal where it will come and go with the story.
Or keep it installed and never see it again.
