Dogtown Assault in Progress bugged, cant enter?

Either Im not finding the entrance or this is bugged. The Assault in Progress to the right of the leftmost fast travel point in Dogtown, "West Wind Apartments". I cant enter through the Main door. I also cant enter from the side through the door on the second floor. I dont find any entrance?

Does someone know whether Im stupid or its bugged? Thanks a lot in advance :D

Also found the body dumpster that you can move away with enough strength, but the double door behind it is also locked...

Been wondering this same thing been really bugging me.

The location is actually on the top of that building. Annoyingly all the staircases near the marker are blocked so it feels like you can't get up but the staircases on the other end of the building go all the way to the top. Marker is buggy and tells you to go to doors that don't open and you don't need to use.

Thanks a lot, gonna check this out next time I play the game.

Edit: Yes, you can actually use one of the staircases. I tried to use two different ones, which were both blocked on the second floor, so I just assumed every other would be too. Add the minimap telling me to go through the locked doors I was pretty confused.
