"You can't do that right now"

Bug, doesn't allow you to open map, inventory, access phone, etc. Restarting the game fixes it, read exiting to main menu and reloading the game also fixes it, but haven't tried that myself. It's seems to be connected to DLC missions but, haven't done enough to be sure it's absolutely connected to only them. It needs to be fixed.

Got this bug today too, can't seem to fix it. Restarting the game or reloading the saves made after it happened don't work, saves are pretty much unusable now. Fix please.

happened to me after Ross Ulmer fight in Dogtown. Any fix?

i figured out the mission i did that caused it, no idea if it will be the same for you, but there is a stronghold type area with three skulls inside of dogtown that if completed will not let you outr of combat mode. i reloaded a save i had made a while ago and just re did all the ♥♥♥♥ i had done but without doing that specific side quest. try this, and see if it hold any effect

i found the mission that caused it for me, the "increased criminal activity" inside of dogtown seemed to have caused the issue, i have aguess but it doesnt hold very well. all i can say is tht after i loaded a save before doing that specific side thing i could still open everything and use my phone. i have since not touched that mission and have been fine up to this point.

this was my issue, i had to load the save right before doing that fight and continue the game without having done it. thats all i can give you.

the times this bug has happened to me the only way to fix it is to reload to a save before it has been triggered.

I got the same problem, restarting the game and quickloading both didn't work, don't know how to fix the problem.

So, how players are supposed to continue playing the game if they have no unbroken saves? :(
Has someone tried to tweak save files?

Try changing your costume I think if you are using that stealth one that steals people's identifies it can trigger the bug

Hopefully devs are going to hotfix this issue, the game is completely broken right now.
