3070 super (3700 ryzen, 32g memory and 980 pro ssd), ultra WITHOUT RT is 60-65 , 2k resolution
Without dlss quality - 40-45fps
ultra + dlss + rt + 2k = 15-25 fps
So no, it doesnt work very well
When I first played this I had a 3060Ti and i7-10700 and the game was borderline at 1440p/ultra no RT settings. So it doesn't seem that far from reality. Even old HW reviews support similar numbers:

Depending on the area of the game it might very well be in the 40's. This game is just hard to run without upscaling, and Dogtown is already a notorious performance killer (depending on your hardware you might be looking at 20-40% lower fps in Dogtown than the rest of Night City).
Adding DLSS but together with RT will probably make things worse on 3070-ish class hardware as CP2077 is extremely RT heavy. Try standard Ultra preset (without RT) at 1440p + DLSS Quality and see how it helps. You should reach 60 fps quite comfortably.

Also, with a 4000 series card you will get the benefits of DLSS Frame Generation for games that support it. In Cyberpunk it gives me like 30% FPS boost and I'm not really seeing any image quality degradation.
I've found another problem from 2.01 update. CDPR increased VRAM consumption up to 1-2Gbs more in some situations. I used some texture mods from Nexusmods flawlessly but with 2.01 I had to delete half of them because VRAM overflow caused fps drops, stuttering and worst of all it "disabled" FG because FG alone uses up to 3Gbs of VRAM alone
