Then after a few hours trying to figure out why it kept crashing I discovered there was still NIGHT CITY INTERACTION files left in the ARCHIVES/PC/MODS folder and deleting it instantly solved the problem. This was on the GOG launcher version of the game so not sure if it would be the same case for steam. But its definitely worth double checking the archives folder just incase there are files in the for some reason like mine.
But If there isn't any mods in the folder then unfortunately don't know, but leaving this here as it solved my problem.
