PSA: Don't start "Moving Heat" quest in Phantom Liberty
It is bugged and will lead to your streets be empty (most of the NPCs are gone and there are literally 0 cars on the roads). It can be fixed by watching a braindance of Lizzy Wizzy, but it doesn't fix everything - NPCs and cars are back, but police doesn't react on you, even if you shoot them. Just don't do that quest.

hmm will try out that Braindance, My game appears to have this issue arise every time I have to reload a save game... really... really annoying.
As for cops someone stated an ingame fix.. this might sound crazy but Find the med centre, shoot a trauma team cop/medic, and instant working cops again.

I've played through the full DLC and had no such problem, definitely appeared for me after Moving Heat quest, like for other people too. And it's not just that everything is loading in slowly, neither NPCs nor cars ever appear again after this bug if you won't fix it.

Police not reacting was a completely different bug and not related to this quest. It's been fixed as of 2.01

I had the same bug, but i found out how to circumvent it (for me). For me the bug triggered when, while sneaking into the garage, Ashlay texts you to "Get on that truck! Stay sneaky tho!", and i decided to NOT go into the back of the truck that just entered the garage (i sneaked all the way to the right to the designated waypoint where the car should be - and the bug triggered so the game DOES NOT spawn it.

After a reload (i used one before entering the elevator that takes you down to the garage) and jumping into the back of aforementioned truck, the truck took me right to the waypoint, and TADAA! the target car was spawned and i could successfully complete the mission.

I am on the 2.02 patch and there's literally no car for me to get into and end this mission. It's just an empty space

Idk about empty streets, didn't happen to me, but if you're stuck in a quest on "Don’t raise the alarm (optional)"/"Neutralize all enemies near the car" you'll be unable to finish it. To avoid that try not to kill enemies and sneak to the car, later "Get in the car" will be appeared and quest is completed once you leave the garage.

Hope this helps, but yep, unfortunately quest is massively bugged :ToastKitty:

Just did this quest yesterday (2.02) . Road traffic was fine but all air traffic (AVs) was permanently gone. Tried travelling all over the map, waiting etc but they wouldn't come back. Ended up reverting the save and leaving the quest open.

For anyone still checking this. There is still no car, even in the new patch. Don't accept the mission
