Phantom Liberty Mr Hands Not Spawning

For some reason while trying to do the Get it together quest, in the objective to talk to mr hands after i go up the elevator and go into his room he is simply not there. Does anybody have an idea how to fix it? Ive tried many things like uninstalling mods, rolling back saves, verifying game files, hell even tried on a whole different pc, still nothing. Would appreciate some help regarding this issue.

had the same issue and I finished the prototype in the scraper gig and went back and he was there
