edit: but thinking on it, it could totally have been a part of Moving Heat that did it for me too... now that I think about it.
edit 2 electric boogaloo: So I think it was by chance that I managed to get the permanent sandstorm bug on top of everything else, the weather I managed to fix... the rest? Nope.
I loaded a save that I made right after Moving Heat and the streets were empty, so I'm guessing it's that. Insane I didn't notice it at the time. Really sucks.
There is a wooden ramp at the side but even after getting out the mission doesn't complete.
Also after that night city has no cars and few civilians
This worked for me.
The hiding behind the truck and stealthily sneaking out with the car did finish the missions for me. Stealth killing everyone didn't trigger the completion. However both outcomes are the same- you keep the car.
All npcs after this quest are gone forever.
I finished "Moving Heat" two days ago and it didn't triggered this bug for me at this quest
It triggers the bug after one quits the game and plays later on
This issue can be fixed by just going to V's main apartment and playing the Lizzy Wizzy bootleg braindance that you recieve right after the main quest "You Know My Name"
