Ex-Factor quest soft-lock

The quest Ex-Factor triggers with Judy calling. Except I can't pick up the call and no dialog is triggered. The quest says Talk to Judy.

On top of that, I can't use the phone, I can't start another quest, I can't talk to any NPC, I can't fast travel.

Reloading old saves and verify files didn't work.

I've seen the same issue brought up from way back in 2020 so it can't be Phantom Liberty messing with anything.

I have yet to find a solution. Please help!

You ever find an ACTUAL fix to this? Just got this same issue a couple days ago and have tried a bunch of different, but to no avail.
