Here is what I tried.
I reinstalled on another hard drive, fresh install.
Removed all mods.
Verify integrity of files.
None of these worked.
Strong assumption this is update side issue.
Go to the install folder and delete the folders inside the Cyberpunk folder, then Verify. This should download only the og Cyberpunk files.

And it did not like this:

The in_world_navigation is a mod for arrows showing you where to drive easier.
The mod_settings This mod "Adds a redscript-configurable "Mod Settings" page to the main menu that any mod can add a page to."
Like most people, I also disabled all of mods first, but Cyberpunk still picked up on these 2 files. I use Vortex to install most of my mods. So, it was easy to uninstall both within Vortex. Now my game is up and running. I just have to start enabling all 1000 of my mods again (slowly...one by one) and check if the updated Cyberpunk hates any other of my mods.
So, my advice is, try checking your log files and see if there are any errors present, and if you have the same 2 mods I mentioned, uninstall them.
Also, for good measure I would delete the "GAMES\Epic Games\Cyberpunk2077\r6\cache\mods" folder. It is ok to delete it because when you start the game again it will create a new folder. This has helped me a several times in the past.

This wont work. I uninstalled, deleted all folders and mods originally. Then installed on a completely different drive. Doing a clean install on another drive with all mods previously uninstalled and folders deleted didn't change anything.
Previously I uninstalled all mods and deleted their folders. This did not work.
Turns out some mods installed themselves into other folders.
-I suspect some of these were the ones causing my issue.
What I did was go to my Cyberpunk 2077 folder and did a broad search for "Vortex". Any mod files with "Vortex" in their name I deleted and removed that entire folder. I am not sure which of these mods specifically caused the issue, but to be totally sure I removed them all.
To summarize what I did to get it working was:
When your starting the game and when the prompt to play 2077 enable or disable mods on the screen shows up, select disable mods.
Uninstall all mods using Vortex. Also, manually delete those mod files.
Search for "Vortex" in your 2077 install folder. Delete those left over mod files containing "Vortex" in their file name and delete the entire folder where those "Vortex" mods files are present in.
Verify integrity of game to repair/replace any accidental deleted source game files.
It was working after I did these steps.
I suspect 1 or more of the mod files is the culprit.
If it still does not work, look through the few files you haven't deleted and get rid of those too and revalidate again.
(Just in case, you're worried: this won't delete the safegame. Steam will download those as well.)
