Once game is uninstalled, yes, It is good to go in and remove all the leftover folders and files from those mods. Or just delete the Cyberpunk folder from Steam apps/common directory to ensure a clean install. As it removes everything from game folder that way and much quicker to do. Than install game again.
If it still doesnt work you may have drive corruption. So that is why I recommended installing on another. GL!

Here's the correct procedure for deleting and reinstalling your game.
Please perform a clean installation of the game. Carefully follow all the steps below.
1. Backup your save files. If possible, transfer them to an external device (for example, SD card). Saves are located here: %userprofile%\Saved Games\CD Projekt Red\Cyberpunk 2077\
2. Disable Epic Games Cloud [or Steam Cloud] for Cyberpunk 2077.
3. Uninstall Cyberpunk 2077.
4. Go to your Epic Games directory [or Steam directory] and see if there is a Cyberpunk 2077 folder, if so, remove it.
5. Remove Cyberpunk 2077 folder from here: %userprofile%\Saved Games\CD Projekt Red\
6. Restart your PC.
7. Install Cyberpunk 2077 again, on SSD for the best performance. Do not install any mods. If you will be installing the game on the same partition as you have the Operating System installed to ensure that the game won't be blocked by Windows 10 permissions settings make sure to install it on the drive root and not nested in some folders.
8. Run the game through Epic Games/Steam Launcher and see if the issue persists.
9. If it's fixed, copy your save files to the newly created Cyberpunk 2077 folder in the location from step #1.
10. Re-enable Epic Games [Steam] Cloud if you want.
OP already solved problem.
Thats also a lot of steps and #6 is unnecessary when uninstalling a game or deleting folders. No need. Its not a driver.
However, that bat may work much better and would help avoid those steps all together.
I put all that in to help the people that might come along and read it later. Those instructions come from CDPR...you can amend them as you like, but I'm inclined to follow them even if I don't think they're necessary.
Yes, that batch file is very helpful and there's no harm in trying it first if your modded game is persistently crashing.

However, I dont think the game currently likes CET or at least for me it doesnt. Its makes my game have flickering NPC's. Objects and world textures just disappear randomly too after that happens. I can also see thru whole map in certain areas. Have to reload a save to fix but problem comes back after some time. Maybe a leak? Not sure.
Once I removed the mod the game was fine again. Kind of stinks because a lot of mods I have seen CET is a prerequisite. So oh well.
I've had some struggles with CET, it's somewhat complicated to set up. Make sure you have the latest version...if you download it via Vortex, make sure you have hardlinks set up to tie it into your system. Adding it manually is not a bad idea, but keep track of all the files it installs so you can take them _all_ out if necessary. However the current version is working very well for me...I run a lot of CET-based mods quite successfully.
Yea, CET works, and no issues with the mods I was using. I installed it manually with no complications. Just that the textures become corrupt after a certain time. I am on latest driver from NVIDIA and always use DDU prior to installing. My performance is fine and I play at 1440p all maxed. No RT or DLSS. I dont drop below 60 and no stutters so far.
Its ok though. I can play without it. Maybe i'll try again in the future. Thanks for the tips!
