Gig 'olive branch' is confused (it thinks it's gig 'getting warmer')

As the tital says, I have the gig 'olive branch' on my map
However, it's mouse over says it's an SOS gig to rescue someone.
When I get near, Wakako does not call me.
The guy I would normally talk to is standing there, arms crossed. But I can't talk or interact with him.
There are (if memory serves) 3 gigs from Wako that are rescues.
One under the tall roads, to rescue some guys wife, held by Tygers (done that already)
One to rescue a Netrunner called 8ug8ear (bugbear) further up the map from where 'olive branch' is
One to rescue Wakako's pet Netrunner who lives below a Chinese restaurant.

It's been quite a while since I did the runner under the restaurant, but I don't think they are in the same location as 'olive branch'

Now, my game could have just bugged....I get it lol.
Could be that it's cause I have ignored the gigs outside Watson to follow the main story and companions questlines. (Me and Johnny are best buds, I'm just about to go rock out with Kerry lol)
I haven't got any new quest type mods since I last did these quests.
(Running 'phone messages overhaul' but that's never caused this issue before, and have finished 8ug8ear's questline texts successfully before now)
Everything I have added lately is just replacers for clothes, posters, adds and 2k skins for NPC's so shouldn't interact like this with quests, afaik

Well for now we'll work on the assumption the gig is actually Olive Branch, it being mis named would be weird.

Olive Branch is the mission to deliver the car to the Tyger Claws that has the guy tied up in the trunk. There is no call as you approach him, you'll have already had the call and she tells you to go meet him. The car is in the shut garage next to him.

Try going in to the garage and seeing if the car is there and you can do Olive Branch as normal, if not we'll go from there.

As you have mods though there's always the potential for silliness, particularly with things that change quests and the phone.

oh yeah, i know what its called.
its in the right place.
the icon is inside the garage.
the dude that zero'd John Wick's puppy is standing outside, looking like he wants to delta, but he wont talk to me.
Wako has not called me at all since i finished the gig to rescue the wife.

i have not done 'getting warmer' yet.

but the gig is listed as 'unknown' in the journal and when i mouse over it, it says 'SoS: rescue the person here'
which is why i said 'Olive branch is confused' lol. it thinks its a different gig

i've done all the missions in the game (other than Gary the Prophet and the ends) at least once, i think i have done Olive Branch 3 times already.
usualy, when things go a little gonk like this, i quicksave, reload and cary on since it fixes it.
but this time that hasn't worked.

the only mod i have that changes anything are text based.

nether of those have messed things up like this before (and i have not updated, still running on the 1.61 pre DLSS)

good news, Wako called me after i started the game up.
looks like i was driving around the wrong parts of Japantown....that, or she has been chasing poor Goro on the holo (how many dead husbands does this woman even *need*? leave some for the rest of us, mama Tyger lol)

must have just taken her a while to get through the backlog of obits for all the Tyger Claws that Veronica (current playthu. her fave saying is 'kill em all, let the archeologists sort em out') has been leaving on her desk *snerk

(tldr: looks like if a quicksave+reload and restart game+reload does not fix it, i should try restart pc+reload lol)
