At minimum graphical settings and 1600*900 at about 40-45 fps dropping to 30 in more crowded areas.
So yes! Yours will definitely run it on 1080 with at least 30 fps should you stay within medium graphical settings.

game run with a mix of medium/low settings and texture on high at 40/45 fps in open world, on closed spaces instead it also go up 50fps+ ,the game run 'poorly' (around 30 fps) only in high NPC density spaces which are more or less 2/3 place in all the game,
you can set npc density in option anyway, i run it at medium setting ,cascaded shadow seems to be one of most intensive settings most suggest to put it low for gaining some fps ,some have even no difference between high/medium,just make a research on one of many youtube videos where they compare the different setting's quality .
Yes your PC can actually run Cyberpunk 2077....
In 1080p, probably at about 30 FPS.
I know this because I could run it at about that with a 1060TI card when it first came out!
So what I would do in your shoes....Depends on is your MOBO something that can take some upgrades...My guess its likely it can.
1st figure out the Wattage of your PSU, aka Power Supply Unit.
IF you have a 850 Watt, probably will be just fine doing a GPU upgrade....Although a 1000 Watt would be best situation, a 850 PSU can handle your PC plus something like a RTX 3080 which can be had for brand new off newegg.
Although would be tempted to weigh that against something like a 4070 or 4070TI myself.
GPU is going to cost you though and if that is out of reach I might suggest getting a RTX 2080Ti off the second hand market can get your hands on one of those for dirt cheap atm.
Also I would just buy out right a proper 2x16 32Gig memory kit for DDR4, no way playing games on just 16 gigs is going to fly even now on most games 32 gigs is the sweet spot for giving yourself enough ram for all games and all background processes....That is going to cost about 100 bucks actually your best upgrade.
Make sure you have a SSD that can fit a decent amount of games at least a 1TB or 2TB.
After those three upgrades you are basically golden for a while on almost all the current games for playing in 1440p @60+ FPS at decent graphics settings across the board.

One Quick tip to get atleast a bit better performance is to upgrade to an SSD, they're much much much much much faster then any HDD.

and then I updgrade it through time to get to the actual configuration. The i7-7700 is "old, but new" in the sense that it is not a recent CPU, but it has been used for just a month and then left taking the dust into a dismissed PC where I work. I took it for nothing.
I do want to add an SSD for more demanding games like Cyberpunk and other stuff that on an HDD is a p**n in the a** (e.g. MATLAB), I have just to figure out which kind of SSD I can mount: SATA or those looking like a RAM stick.
edit: currently $60 at Newegg.

Been running CP2077 at mid-30's @ 1080p, med/high settings. With FSR, it's in the mid-40's.
If you're only doing 1080p, and not trying to stream 4K textures & all that other fancy stuff, a plain old SSD is fine. No need to Maximum Uber Top Of The Line.
