Report a translation problem
My game run around 40-60 fps on ultra (no raytracing) but when I use menu, inventory... my fps drop to around 15-20 fps and If Im lucky enough the game will back to normal in 2-3 secs, but if not fps drop will stuck there for the rest of the game // this also happened on lower graphic preset

Yeah menu drops can be annoying. Like I can be fine with them even at like 15 fps, but most times it also comes with really bad delay which makes it almost unusable to me. And idc about your english Im american so english is my first language and I have terrible grammar xD. Language doesnt make you more smart or less smart. So youre fine.

I have the same issue since 1.5, im on a rtx 3070
Is this is a low memory card like a 3/4/6 Gig, or even 8 Gig VRAM if you're multitasking and have a bunch of browser windows open, Steam store pages or livestreams playing etc.
It handles allocation in a brutal way; if you don't have enough it throws it out as it uses it as it throws it out... it will make your framerate dive into single digits sometimes, but most just see about a 50% reduction...
I don't know AMDs but NVs have a command line utility for checking all your GPUs and what processes are taking up VRAM and processing power, nvidia-smi (see https://developer.nvidia.com/nvidia-system-management-interface if you've never used it) Note it needs admin permissions so open your cmd.exe with admin rights.
It's a good idea because most people forget not just the system itself and the game you're playing takes up VRAM. A browser can take gigs of VRAM if you have hw acceleration enabled, which is normally good, but for Cyberpunk, less so. And you'll see how much Steam is chewing up, both the client and all the CEF windows (Chromium Embedded Framework).
Once you get it down so you have half a gig overhead or so, tada, menus and map are snappy and responsive.
There's a ton of regression bugs in 1.6 but this one is easy for most people to deal with. Just close stuff or lower detail settings if there's nothing left to close.
From there I ended up getting a E3 Demo lighting mod, and I added RESHADE to that with a E3 Demo preset I can switch on or off as desired. Which RESHADE also includes a sharpener to add extra detail to textures; which with it turned on has more detail than the High textures. But you know: the important part is the now higher performance.
I ran my BENCHMARK by playing the game with DLSS turned off to set the base; to see where the game began to drop frames depending on what settings. Then lowered those settings to get rid of the drops. Then DLSS AUTO from Performance mode; which will add detail when the framerate is good. Then added RESHADE to add some more if I need it.
The game sucks. 1.0 to 1.02 to 1.03 to 1.06 to 1.13 to 1.23 to 1.31 to 1.52 to 1.6 The game sucks; it will always suck. Players feel the need to make up with that with a extra detailed game, but that doesn't run well. Only PS5/XSX modes run well; with no middle ground. That is RTX @ 30Hz or 4K @ 60Hz the NG game wasn't built to do anything else.
The game doesn't run as well or look as good as it did before the Next Gen update; there is less wiggle room in the settings, and it only runs two ways well; as if it were in the two PS5/XSX modes split between RTX @ 30Hz or 4K @ 60Hz. Which makes it harder to get the game to work on most PC systems. But we have all the mods...
Technically we can't play the game the same way in NG, but the new way is a more fun way to play the game. So it's in your best interests to get the game running at max performance instead of max detail, and that's not a fight you are going to win. 3080 RTX dropped frames with this game! Those players changed settings everyday!
Better to get it running well, and forget about it...
