Could add to the problem, yeah. But playing with settings and having game on an SSD, if possible, should see you to a point where it's not looking an absolute mess.
Curious. It's a symptom of the game engine being unable to stream in everything required (eg animations) which is very usually a result of dialling settings higher than your system can manage. What are your specs and settings? There could be something else going on but there's no bug there in the game...

I can't say what might fix it, other than trying to verify Steam files. Or try going into GAMEPLAY and try the HDD modes as both ON and OFF and see if it helps.
