same. 1.6 has re-introduced the same issues that was patched by 1.5
I did a complete format and reinstall of Windows and only reinstalled after 1.6 so I'm wondering if some old driver or registry hooks are hanging around creating bottlenecks.
nVidia cards has also has been consistent so far.

Jig Jig,and maybe Kabuki are probably the only places you'll have this happen since they're densely populated and you have to moved through them without reloading the area through fast travel.
You could turn on HDD mode to reduce the number of pedestrians, but it's one of those frame drops you'll get when you run a cutting edge game trying to do its best.
I am running digital foundry optimised setting with rtx off but what made the biggest difference and maybe somebody can explain to me why? i set vsync on and set the hz to 144 and then capped my frames at 72 fps via rivia tuner and lastly i set the crowd density to medium and my frames are way better, i now don't go under 60 fps. Now i know what you might be thinking its mainly due to the crowd density but changing this setting alone with out the above changes did not make that much of a difference. Not sure why it worked and it was my last attempt to get the game running stable.....
My setup is
RTX 3070
i7 9700k
16 gigs
LG G sync monitor
