Judy doesnt call after "Both Sides, Now"

i have researched this issue already and i see a lot of people complaining about this but no solution outside of "start the game over on a new save and hope it doesn't happen again"
thought i would try here.

Details:
- all prerequisite quests for "Ex-Factor" are completed
- i received the text "ev's send off" but never the call after
- it has been FAR over 24 in game hours since receiving the text
- saves have been reloaded multiple times

this is frankly ridiculous if there is no way to trigger the quest when this happens. outside of just starting the game over again.

Only thing I can think of is the old 'sleep in your old apartment's bed' trick.
