Do you have DLSS enabled?
I would not consider 60% utilization "barely working" and I would personally be concerned if it was close to 100% utilization.
DLSS is made to reduce the workload on our GPUs and keeps them running longer and under less stress. If you wanted to turn off DLSS you would likely see an increase in utilization but you will just run hotter and thus less efficiently.
I also have a 2070 super with 16 gb of ram. I'll check my stats to see if they are similar. You have a nice system but what resolution are you running? is everything turned up to max/ultra setting?
You should be happy a AAA game like this isnt too taxing on your system. That is unless you are using your PC to heat your room up :)

GPU goes up to 70, CPU is at 60~

On the other hand CPU usage is the same, there is must be the explanation
On 2nd low crowd 87 fps 94% GPU
But both have 81% CPU how so?, Doesnt crowd density rely on CPU?
So i just need a better CPU?
