i know it is running on my integrated graphics because in task manager it says cpu 90% while gpu is 1.5%

Thats not how integrated graphics work.

This means that the game is choking your CPU cores, not your integrated graphics processor. Set the option "slow HDD mode" to enabled and try again.

That means your CPU is bottlenecking the GPU, cyberpunk is very heavy in physics, to help lower the CPU usage set the Crowd density in gameplay options to Low, if this doesn't help you need to upgrade the cpu

the 3400G is only a 4 core, 8 thread chip, and I recommend at least a 6 core, 12 thread or better

It runs fine on my i5-7300 HQ quad core laptop, but I have crowds set to low and "slow HDD mode" enabled to reduce CPU load from streaming in level content too quickly.

maybe the later gen intels will handle it better, I was on a i7 2600K (4 core, 8 thread) at the time as my previous gaming rig and games like Borderlands 3, Metro Exodus, and Ghost Recon Wildlands lagged really bad and stuttered on it since they all had heavy Physics on it, probably would have been much worse on this game

I found the problem you go in settings and go to display then to graphics settings (at the button of the screen) then click browse find the game file location and click on the application launcher then click options then select high performance (which should say your GPU name) after doing this restart your pc and it should work. now I'm playing on ultra with motion blur off at 55fps which isn't that bad.

Are you saying that to overcome the issue, you should go into the general PC's settings to do this or to do this in Steam? <sorry, I'm just curious about this possible boost to CP2077's performance and would like to try this method out that worked for you, but I am at work and cannot seem to visualize precisely in my head how to perform the instructions you gave>
