I haven't noticed any drops when picking up items no, only overall over time. If I restart the game I can usually get most of the frames back for them to deteriorate again.
I fixed mine by Updating the GPU drivers to the lastest patch, works well now.

1.06 is the most probable cause. I have 55 hours logged, and most of my playtime is on 1.05 and prior versions. Everything was buttery smooth until 1.06. Now I am experiencing all kinds of performance issues and glitches.
Here's a quick list of problems I've seen in 1.06:
- Auto-saving randomly crashes the audio, reference
- Long sync times after exiting makes the game appear frozen in PLAY mode, reference
- Physic issues with palms trees at the Grand Imperial Mall, reference
- Random UI glitches, reference

I've stopped playing until the devs can patch things.
I did everything suggested on their website. I also got in contact with CDPR with their ticket thing but got no indication it went through.
