I was nowhere near that quest when it started for me. For me, it started after the Johnny Silverhand bit (the one where you blow up the building as Johnny), and then you wake up in a white space that has the same visual effects (I think?) .
At that point, I decided that I was unhappy with my V's appearance and some of the choices I had made, so I deleted that save and created a new one. Since then, all of my saves have this glitch when loading them.
As others have said, creating a new character works fine, up to the point when you inevitably die and have to reload. Then you'll be stuck with the glitch, even if you reload an earlier save.
-Relaunch the game
-Latest Nvidia Driver tested (460.79)
-Rollback Nvidia Driver tested (457.51)
-Tried with lowest possible graphic settings (including RTX on/off) + (DLSS on/off)
-Oldest autosaves are from after the problem occured, so I'm unable to rollback to before the problem occur.
-Verify Integrity of Game files
-In-game test: drink, sleep, die, braindance(played around with all layers), trigger cutscene, teleport
-Change config file
-Create new game (fine at first, eventually will happen again)

My plan now is to avoid that mission until I know that I can spend a long time playing without having to exit the game, then blaze through missions (hopefully without dying) until I do another mission that includes some form of visual effect, and see if the glitch can be avoided that way. I'll post the results when I have them.
EDIT: Update - I may have found the precise cause of this glitch! I did the first braindance mission, but made sure to not exit either of the braindances (the "tutorial" and the proper one) while in edit mode (I switched back to playback mode before exiting). I then saved and immediately reloaded the save, and lo and behold, no glitchy graphics. I'll wait and see if the problem appears after the part where you die and let you know if that's the case. Otherwise, it would seem that you can avoid the glitch as long as you always exit braindances while in playback mode.
