can you control car with mouse?
Like use WASD to move car but also mouse 2 (camera rotation) to change direction? i suck driving with WASD i keep hitting everything and causing chaos in nightcity, theres no way i can go full speed with WASD.

I use keyboard arrow keys pretty much exclusively for driving in the game. After lots of practice, it works quite well for me. Switching my mouse to the other hand to drive and engage in car combat is still a big challenge, however.
The short answer is, no. Unlike plenty of other games with driving, you don't have an option to steer with the mouse.

Not so short answer, no but you can get used to it with practice. When starting out I'd recommend using bikes as they are far easier to get the hang of.
With faster cars (which at first will feel like you're driving on perpetual black ice) can be done, but I find you have to find a car that really works for you. Personal recommendations would be the Rayfield Caliburn (a.k.a. The Murkmobile) which can be gained from the car shop and/or found for free in a cave (Murkman left the keys in the ignition).
And the Herrera Outlaw "Weiler" which is the reward for completing the quest line from stealing cars. This one's also good for racing as it comes with machine guns (so you don't have to rely on your useless passenger).

The main thing you'll end up using the mouse for when driving is shooting at people (you must have a pistol or SMG equipped), aiming at people for quickhacks or (if in the right sort of armored car) aiming at the location or target you want the missiles to go after.
Machine guns on cars can't be aimed, they only shoot straight ahead.

For more general driving, I find the best option is to stay in the middle of the road.
So long as the other cars are moving they will try to move out of your way, making getting past people without hitting them far easier.
As for people on foot? They want to be run over and will dive under your vehicle the first chance they get. They yearn for the literal taste of rubber.
So just keep driving, ignore them and hope the latest one won't be another cop.
