Gunslinger build help

so am planning on a nomad gunslinger/cowboy/Indiana Jones type character that focuses on revolvers and monowhip, just not sure if I should shoot for(pun intended) 18 tech for legendary crafting and settling for 16 cool/cold-blooded, or settling for 12 tech and not worrying about crafting(still want the richochet perks) and pumping cool up to 20 for the cold-blooded capstone ability.

Other Attributes will be:
Body 11(for multitasker and divided attention)
Reflex 20(obvious for both revolvers and monowire)
Int 5(specifically for advanced datamine early game eddies)
