Report a translation problem
I don't know why they did it like this, but there would probably be many more complaints if they were red.
Imagine being stuck in traffic waiting for the light to turn green and you only have 1 minute left to deliver the car. It keep things moving and this is most apparent when playing with high crowd density where's there's a bunch of cars on the road.
However, I also want to point out that there are actually a few random locations were the light won't turn green on you. It sometimes seems to depends on how fast you're moving and whether or not you're behind other cars or right in front of the line.
