What is this lightning bolt bar on the top left of my hud?

I can't seem to find the answer anywhere on google. It pops up anytime I shoot my gun and I have no clue what I'm looking at or what it does.

It's the stamina bar, isn't it? Weapons also use stamina.

But to confirm, in the options, set the stamina bar to show on center of the screen, on the bottom.
