It's a common practice of gaming studios to eventually release a "Game of the Year," "Complete Edition," "Ultimate Edition," etc. that includes all the DLC for the game. Even if there's only one expansion pack for Cyberpunk, they still want to make sure they publish a complete version of the game, that way there is an option to buy the whole thing if you're going to do it anyway, instead of buying parts of the game separately. If you already have all the parts you don't need it. But, someone may come along who hasn't bought it yet, and opt for the fuller version when they do. It's not really for those of us who already have everything, unless we want it on another console.
So those that don't own both 2077 and PL are able to purchase both as one complete package.
