The barrel doesn't get angled Smart guns fire "smart bullets" that are basically guided missiles.
Of course in game they use generic pistol ammo but thats the lore for how they work
I do agree the game balanace would need to be changed though, as it stands Smart Guns feel like they're meant for controller users
Every type of weapon in this game require some use and study to really understand.
If you have a Legendary quickhack installed, all your weapons become extremely powerful. There are very strange variations in weapon power in this game...I've had high DPS silenced pistols that were nearly useless, while at other times they take out enemies with a single headshot. Sometimes Smart weapons really work...other times they seem weak. It must be a combination of Perks and levels that isn't obvious.
If you aim slightly high you'll get a lot of headshots. I'm not using any quick hacks, just run and gunning. I have 10 athletics, 12 reflex, 12 technical, 3 for the other two.
You have to make sure you have the smart link cyberware to actually use them. But once you've got that they shoot around corners and just make it a whole lot easier to hit with every shot.
As one poster said, every gun is different and that's especially true for smart and tech weapons. So, it depends quite a bit on which smart gun you're talking about. But I've got a smart sub-gun that I can unload a magazine into someone and it will keep hitting them even when they dodge behind something most of the time.
My favorite is Ashura. It only holds and fires one bullet, but dang does it hit hard from way far away. The only downside is the enemies seem to be able to shoot you from the other side of the city with the weakest pistol. They don't seem to have any range limits unlike you. You would think when they're so far away that you can barely see them that you have the sniper advantage. Don't be surprised when someone with a pistol starts filling you full of lead even though they're barely visible. But if you take cover, they miss alot. So Ashura's still worth it if you can't get up close and personal to spray them with a sub-gun.
Silenced Pistol OHK rely on you using revolvers as the DPS doesn't matter for OHK what matters is the damage per shot which revolvers are best at in the pistol category. you should also take "silent and deadly" perk and the "trajectory analysis" cyberware mod for optics.
personally i don't see the appeal of smart weapons, tech weapons can shoot through walls and you can boost the damage way higher with the right perks.
And then there's Skippy which is pretty fun for awhile and also shreds enemies. If you like Skippy you might want to try the Genjiroh pistol (upgraded version of an HJKE-11 Yukimura), which is essentially Skippy without the talking. Yes please.
And then there's the L-69 Zhuo. Just a freaking beast of a smart shotgun . Once you get the epic or legendary spec, it's the only gun you'll ever need for medium or close combat.
I've used most of the guns in 1000+ hours and a few different playthru's and smart guns actually make the game too easy and the right ones are some of the most deadly in the game. Of course tech guns shoot thru walls and power guns can ricochet bullets so they all have some special sauce. But the right smart guns just mow down the baddies like it's nuthin. Aiming is over-rated
