EDIT: I meant "get Short Circuit cooldown to zero". Bruh.
Legendary Short Circuit have additional effect: it will zap your target with Short Circuit when you crit it with anything. If your crit chance is high enough and quickhack cooldown is almost zero, well, you get the idea. Even if it won't proc off proc, damage will stack to stupid levels with fast firing weapons or Contagion crits.
Technically you can pull it off with zero points in Intelligence, but then your Short Circuit will not do meaningful damage. 16 Intelligence is good number to get most important perks like Bloodware and Critical Error. Back that up with dumping a ton of points into Cold Blood ultimate perk to completely break the game. Although leveling Cold Blood to 20 will take some serious grinding.
