- I think it's instanced.
- There are some other side quests in that immediate area that might be conflicting with it like one of the Epistrophy quests.
If the junkyard is there then try advancing toward the front gate to get Dakota's call. If it's not there then leave the area, check your map, complete any other quests that pop up in the vicinity, and then try again.
There are many of these and without knowing which it is no one can help you.
If it's the one Wearthekilt is talking about then I always go in round the back near the place you get the Nomad car.

None of those are near the junkyard, so you may just be in the wrong area.
My recommendation is that you go into Gigs section of the Journal, confirm the quest name, and track the quest. It should point you to the right location on the map. If that doesn't work then post back up here with the Gig name.
P.S. The one in the junkyard is a Thievery gig called "Sparring Partner".
Since it's in the rubbish dump I would say No fixers from the 4 you list, which is in the middle of a rubbish dump, but that's the Eastern part. All the others are not in the dump part.

The only things I know that can get in the way of completing a mission are mods, a game file corruption or a corrupted save.
It could also be a mod issue, try without any installed if you have some.
No mods... ran into this problem 50 or so hours in.. I'm around 70 now. Either I roll back 20 hours of progress or wait for them to patch this issue... big sad.
